At the time, it was rumored that some tribes had received support from the Moscow-Damascus alliance to launch an insurgency against Ankara-Syrian rebels alliance. The meeting was attended by leaders of both large clans and tribes, most leaders of Turkish-backed Syrian rebels, as well as the governor of Turkey’s Hatay province, who administers Syria’s Afrin region.
